Rolling blackouts and higher electric rates could occur in 2012, according to state energy officials assessing the effects of last summer’s record heat and power capacity issues. “If we have the same weather this summer as last summer … we could have rolling outages,” said H.B. “Trip” Doggett, president and CEO of the Electric Reliability Council of Texas (ERCOT). Speaking at the Texas Electricity Professionals Association’s annual conference in Dallas on Nov. 3, Doggett minced no words when describing the energy challenges that lie ahead.
